I don’t know why they are always behind. May be they did this deliberately, do they care, no probably they don’t because they know they have the muscle to catch up. They have $40billion in cash. If you are as rich as they are you could sit back in your armchair watching how your competitors move, burning VC’s money exploring new grounds. When something is proved promising then you’ll knock at their doors with a S&P agreement ready for signing. Can they resist, most of them can’t especially they have not been paid enough or with VC behind them.
